Speaking as a history nerd, the intelligence community has been all over the map even before the ink was dry on NSA 47, and learned some very painful and costly institutional lessons along the way (don't get me started on the Dulles brothers). But when they get their poop in a group, they work magnificently. In 2017(?), I understand the CIA managed to burn an absolute crap-ton of Russian agents (at least that's what I heard on a podcast).
