He'd gotten away with Crimea, so he thought he could get away with it in Ukraine. But he didn't count on them fighting back as hard as they did, considering the number of Ukrainians that had been 'moved' to Russia for 'safe keeping'.
I think that’s why the Russians fought so hard to undermine Ukrainian efforts to fight corruption, which was a big factor in Ukraine’s lack of response in 2014 when Russia illegally annexed Crimea. This is a different country today. Putin didn’t count on that.
