You're not being contrary. Any of these and more could be sanctioned if they don't stop supporting Russia's war machine. I just happened to have focused on RBI in this article, because they're the biggest foreign financial institution still in Russia, and because of Anna Morris's trip.
Also, Chinese banks have been working to reduce their Russia business. Question is, which banks still are taking the risk?
