I wouldn't say surprising. The Russians have engaged in this kind of behavior for more than 100 years. Except now, advanced technologies are making these activities - or active measures - less expensive and easier.
A good book on this is "Active Measures" by Thomas Rid.

Pretty much. Except now, they have better, less expensive technologies, and they can do a lot more for a whole lot less.
