It might be driven by Putin's insecurity that others are going to take Russian territory, so he has to expand to prevent that. Regardless of why the Kremlin is invading other countries, it is clear that whether or not the US does something to prevent it, the Kremlin is going to behave aggressively. Oddly, Biden/Sullivan seem to be prescribing to Mearsheimer's view of the situation, and it is absolutely a continuing of Obama's approach.
